Quick Answer
A GA4 setup for a local business needs four things beyond the default install: a Google Tag Manager container, three custom events (call click, WhatsApp click, form submit), those three events marked as key events, and a link to Search Console. That takes a developer or a careful owner about two hours and costs nothing in tools. Once it is live, GA4 tells you which pages and channels produce enquiries rather than visits, which is the only number a local business should manage SEO by.
This guide is for owners of clinics, showrooms, factories, coaching centres and service firms in India whose website exists to make the phone ring, and for the developer or marketing person who maintains it. After reading it you will be able to install GA4 correctly, track calls, WhatsApp taps and form submissions as leads, read the three reports that matter each month, and stay on the right side of Indian privacy rules.
GA4 setup: the 60 minute version
Google Analytics 4 is the current version of Google Analytics; the older Universal Analytics stopped collecting data in 2023, so any site still carrying that code is reporting nothing. The setup steps below assume you own the Google account. If your website vendor created Analytics under their own login, ask them to add your company email as an administrator before anything else.
- Create a GA4 property at analytics.google.com under a company Google account. Set the reporting time zone to India and currency to INR.
- Add a Web data stream for your domain, and turn on Enhanced measurement (it records scrolls, outbound clicks and file downloads automatically).
- Install the tag through Google Tag Manager rather than pasting the GA4 snippet directly (next section explains why).
- In Admin, set data retention to 14 months instead of the default two, so year-on-year comparison is possible.
- Add an internal traffic filter for your office IP so staff visits do not count as leads.
- Create the three lead events, mark them as key events, and link Search Console.
- Open the Realtime report, tap the call button on your phone, and confirm the event appears.
GA4 with Tag Manager: the recommended setup
Google Tag Manager is a free container that sits on every page once and lets you add or change tracking without editing the website again. For a local business this matters because the people who understand tracking are rarely the people who can deploy code. With Tag Manager, your marketing person or agency creates a new event in a browser, previews it, and publishes it; the developer is needed once, to install the container.
Inside the container you need one Google tag with your GA4 measurement ID firing on all pages, plus one GA4 event tag per lead action, each with its own trigger. Keep a naming convention from day one (lead_call, lead_whatsapp, lead_form) because GA4 event names are case sensitive and cannot be renamed later without losing history.
GA4 events for a local business website
Everything in GA4 is an event. A page view is an event, a scroll is an event, and a tap on your phone number is an event only if you tell GA4 to record it. The default install sees visits; a lead setup sees intent. The three events below cover 90% of how Indian customers contact a local business from a website.
Call click event
Your phone number should be a link in the form tel:+91XXXXXXXXXX, not plain text, so that a tap on mobile opens the dialler. In Tag Manager, create a trigger of type Click, Just Links, with the condition Click URL starts with tel:. Attach a GA4 event tag named lead_call that sends the page path and the Click URL as parameters. This records the tap, not the completed call; a tap-to-call rate of 60-70% completing is normal for Indian mobile traffic.
WhatsApp click event
WhatsApp buttons link to wa.me/91XXXXXXXXXX or api.whatsapp.com with a pre-filled message. Create a Click, Just Links trigger with the condition Click URL contains wa.me or Click URL contains whatsapp.com, and fire a GA4 event named lead_whatsapp. Pre-fill the message with the page name ("Hi, I am asking about CNC machining from your website") so the sales team sees which page produced the chat even when GA4 is not open.
Form submit event
Do not rely on Tag Manager's generic form submission trigger; it fires on failed submissions and misses forms built with JavaScript. The reliable method is a thank-you page: after a successful submission, redirect to /thank-you and fire lead_form on that page view, with the form name as a parameter. If the form cannot redirect, have the developer push a dataLayer event named form_success on validation success and trigger on that. Test with a real submission and check Realtime before trusting it.
GA4 conversions (now called key events) and lead source
In March 2024 GA4 renamed conversions to key events; the mechanism is the same. In Admin, open Events, find lead_call, lead_whatsapp and lead_form, and toggle Mark as key event. From that point every standard report can show key events by page, by channel and by campaign, and the Advertising section can model which touchpoints led to them. Do not mark page_view or scroll as key events; a report where everything is a conversion tells you nothing.
GA4 lead source: which campaign produced the enquiry
Open Reports, Acquisition, Traffic acquisition, and add the key events column. The channel groups you will see are Organic Search, Direct, Referral, Organic Social, Paid Search and Unassigned. To separate your Google Business Profile from ordinary organic search, add UTM parameters to the website link on the profile (utm_source=google, utm_medium=organic, utm_campaign=gbp). Do the same for WhatsApp broadcasts and printed QR codes, so a lead from the shop board and a lead from a search are not lumped together as Direct.
GA4 attribution: which channel gets credit
GA4 uses data-driven attribution by default, which splits credit for a key event across the channels a visitor touched before converting. For a local business with low volumes, the model has little data to learn from and the results look odd. In Admin, Attribution settings, switch the reporting model to Last click for your own reports; it is simpler, and it matches how a Rajkot owner thinks: "they searched, they clicked, they called." Keep the lookback window at 30 days.
Link GA4 and Search Console
In Admin, Product links, Search Console links, choose your verified Search Console property and web stream, then publish the two new reports (Queries and Google organic search traffic) to your left navigation from the Library. The link lets you see Search Console impressions and clicks beside GA4 engagement and key events for each landing page, which answers the question that neither tool answers alone: which ranking pages actually produce enquiries.
GA4 reports for owners: the three screens worth opening
GA4 has dozens of reports and most are noise for a business with 2,000 visits a month. The three below take ten minutes a month and answer the questions an owner actually asks.
| Report | Where to find it | Question it answers | What to act on |
|---|---|---|---|
| Traffic acquisition with key events | Reports, Acquisition | Which channel produced this month's leads | Shift effort toward the channel with the best leads per visit, not the most visits |
| Landing page with key events | Reports, Engagement, Landing page | Which pages make the phone ring | Improve the top five lead pages before writing anything new |
| Google organic search traffic | Search Console section | Which rankings turn into enquiries | Rewrite titles on pages with impressions but no leads |
A fourth screen for owners who want trend lines is a Looker Studio page fed by the GA4 connector, with leads by month and by source on one page. Our retainers include one of these; it replaces the 20-page PDF reports that nobody reads.
GA4 AI referrals: ChatGPT, Perplexity and Gemini traffic
Visitors who arrive from an AI assistant show up in GA4 as Referral traffic with sources such as chatgpt.com, perplexity.ai and gemini.google.com. Create a custom channel group in Admin named AI Referral with the rule Source matches regex chatgpt|perplexity|gemini, and use it in the acquisition report. The volumes are small for most local businesses in 2026, under 2% of visits, but the leads per visit are often higher than organic search because the visitor arrives already recommended.
GA4 ecommerce India: tracking orders and UPI payments
If you also sell online, GA4 ecommerce needs the standard events: view_item, add_to_cart, begin_checkout and purchase, each with items and value in INR. The Indian complication is payment: UPI and card gateways redirect the shopper away and back, and the purchase event must fire on the gateway's success return page, not on the checkout button, or you will count failed payments as revenue. Cash on delivery orders should fire purchase too, with a payment_type parameter so you can compare cancellation rates.
GA4 consent, DPDP and privacy settings for India
GA4 consent under the DPDP Act
India's Digital Personal Data Protection Act 2023, with its rules now notified and compliance timelines phased in, requires that personal data be processed with notice and consent for a specified purpose. Analytics identifiers are a grey area in practice, but the safe position for a business website is a short consent notice that names analytics as a purpose, with GA4 running in Consent Mode so that tags respect the visitor's choice. Check the current rules and timelines on the official MeitY portal before relying on any summary, including this one.
GA4 privacy India: settings to change on day one
- Google signals: leave off unless you run Google Ads remarketing; it adds cross-device modelling you do not need.
- Data retention: 14 months, the maximum on the free version.
- Granular location and device data collection: restrict for India if your legal adviser asks; the reports still work.
- Never send a phone number, email or name as an event parameter. GA4's terms prohibit it, and it creates a data breach waiting to happen.
- Write what you collect and why into your privacy policy page, in plain English.
GA4 vs server logs: which to trust
GA4 counts visitors who loaded the page with JavaScript enabled and did not block the tag; roughly 10-25% of Indian mobile visits are missing because of ad blockers, in-app browsers that fail to run scripts and consent refusals. Server logs count every request, including bots, which are typically half of all hits on a small site. Neither is the truth. Use GA4 for behaviour and leads, logs for crawl and security questions, and accept that lead counts in GA4 will run below the calls your front desk actually logs.
What we have seen on Rajkot and Gujarat projects
Most GA4 properties we inherit from local businesses have the default install and nothing else: thousands of page views, zero key events, and an owner who has concluded that the website produces no business. A forging unit in Metoda GIDC was convinced its enquiries came from a trade directory listing; after two hours adding call and WhatsApp events and UTM tags on its Business Profile link, 60% of the month's 38 enquiries traced back to organic search landing on three product pages, and the directory subscription produced four.
The second pattern is double counting. A dental clinic in Rajkot had a form that fired a conversion on every click of the submit button, including the ones rejected for a missing phone number, so GA4 reported 90 leads in a month in which the clinic received 31. Switching to a thank-you page event fixed the count in a day, and the clinic's cost per lead from its small ads budget turned out to be three times what the agency report had shown. The lesson is the same in both cases: a local business should not judge its SEO or its ads until the lead events are correct.
How to decide what to do this week
If your site has GA4 with no key events, book the two hours now, before any SEO or ads spend. If you have key events but they fire on button clicks rather than confirmed submissions, fix the form first. If the events are right and you still cannot tell which channel produces leads, add UTM parameters to the Business Profile link, WhatsApp broadcasts and QR codes. Once those three are in place, read the acquisition and landing page reports monthly and leave the rest of GA4 alone.
